The role
We’re looking for a motivated and forward-thinking individual to join our Integrated Workforce Team in Mid Wales. As an Integrated Workforce Supervisor, you’ll take a hands-on lead in delivering vital maintenance and construction work that protects communities from flood risk and helps strengthen our natural infrastructure.
This is a dynamic and varied role where no two days are the same. You’ll manage the planning, coordination, and delivery of essential works—ranging from flood defence maintenance to small and medium-sized construction projects. Your work will have a direct impact on the safety and resilience of communities across the region.
You’ll work closely with contractors and field teams to ensure projects are delivered safely, efficiently, and to a high standard. Health and safety is at the core of everything we do, so you'll champion best practice, issue site safety documentation, and deliver toolbox talks to ensure everyone is protected on the job.
Acting as a project manager, you’ll oversee works valued up to £250k, ensuring compliance with Construction (Design and Management) Regulations 2015. You’ll also lead on highway works and take on the important role of Appointed Person for lifting operations—ensuring all equipment meets safety standards and all lifting activities are carried out safely and legally.
The role also includes budget management, environmental protection responsibilities, and emergency response coordination. Whether you’re responding to flood incidents, supporting environmental recovery efforts, or maintaining our vital assets, your work will make a real difference on the ground.

About us
Reporting directly to the Team Leader, you will serve as the customer-facing representative of the organisation. This is a dynamic role that combines both office-based responsibilities and fieldwork, requiring regular travel across Mid Wales.
You will be expected to visit various sites and depots throughout the region, so a flexible approach and a willingness to travel are essential. Your presence on the ground will play a key part in maintaining strong relationships with clients and ensuring the smooth delivery of our services.
What you will do
You will be responsible for ensuring the Welfare, health and safety of the workforce teams. You will identify and ensure compliance with all relevant Health and Safety legislation and contribute to the development of NRW policies and procedures. Deliver tool box talks
Issue of the following:
- Site safety documents (Construction Phase Plans and Safe Systems of Work).
- Specialist Plans (winching, lifting) Permits to Work.
- You will be responsible for planning, delivery and management of tasks and people, including contractors, in a dynamic environment. You will have to be able to re-priorities workload as required to meet changing prioritise.
- You will act as project managers in delivering the annual works programme and capital projects.
- You will be responsible for the delivery of small to medium sized capital construction work projects, up to 250K, in compliance with Construction Design Management regulations.
- You will be responsible for managing Contractors to ensure that work is delivered in a safe and environmentally sensitive way.
- You will be responsible for leading on highway work. You will undertake the specialist role of Appointed Person for Lifting operations. This includes the responsibility for all items of lifting and winching equipment to ensure compliance with the LOLER regulations and that all mandatory inspections are coordinated.
- You will be responsible for managing a delegated budget determine by the Team leader which you are responsible for monitoring and recording all spend against.
- You will be responsible for leading on the delivery of an emergency response capability for floods and environmental incidents to minimise the impact of the incident. You will ensure that the team is trained and has the relevant equipment prepared at all times to respond to such incidents.
- Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.
1. Ideally you will be educated to HNC or equivalent level in a relevant discipline.
2. You will have significant appropriate operational experience which includes relevant construction experience involving the operation of heavy plant and machinery.
3. You will hold a NEBOSH construction certificate or be prepared to work towards this qualification.
4. You will be an Appointed Person in Charge of Lifting Operations (or equivalent) or willing to work towards this qualification.
5. You will have a broad knowledge of civil engineering design and construction practices with the ability to develop and apply innovative solutions to problems.
6. First Aid at Work +F.
7. Basic literacy and numeracy skills are required for the role. GCSE grade C (or equivalent) in English and Maths are essential.
8. Full UK driving licence ideally to include cat B + E (trailer towing).
Welsh language level requirements
- Essential: Level A1 – Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
